An IANA timezone toolkit built on Intl — DST-correct offsets, wall-clock parts, zoned↔UTC conversion and DST detection, now with zoned string/abbreviation formatting, zone-vs-zone comparison and forward/backward/range transition scanning. No bundled tz database, so it stays tiny and always current. Zero-dependency, isomorphic.
